Remember the TV Program or the Movie
MISSION IMPOSSIBLE?
The agent would receive a secret tape, which would outline his assignment, should he accept it. The tape would tell him the responsibility he was undertaking and give him some instructions for the task .
He would then lie out his equipment and pick his team members. His success depended solely on his judgements. His accountability (if caught) would be denied.
And the only reward he would get was the fact that he had served well.
