“Theophilus” literally means “loved by God,” but carries the idea of “friend of God.” It’s clear that Luke is writing to a specific individual, even though his message is also intended for all Christians in all centuries. Also important to note that Luke addresses him as “most excellent,” a title often used when referring to someone of honor or rank, such as a Roman official. The reason for writing to Theophilus was “that you may have certainty concerning the things you have been taught”.
There are several men who were named Joel. The one most known is the son of Pethuel, who wrote the Book of Joel. (Joel 1:1 The word of the LORD that came to Joel the son of Pethuel.) Peter quotes him in Acts 2:16But this is that which was spoken by the prophet Joel.
