HEBREW

a member of an ancient people living in what is now Israel and Palestine and, according to biblical tradition, descended from the patriarch Jacob, grandson of Abraham. After the Exodus ( c. 1300 BC) they established the kingdoms of Israel and Judah, and their scriptures and traditions form the basis of the Jewish religion.

First mention of a Hebrew is found in Genesis 14:13

All the other references in the Old Testament (14) refer to either men or women as Hebrews:

GENESIS 39:14 That she called unto the men of her house, and spake unto them, saying, See, he hath brought in an Hebrew unto us to mock us; he came in unto me to lie with me, and I cried with a loud voice:
GENESIS 39:17 And she spake unto him according to these words, saying, The Hebrew servant, which thou hast brought unto us, came in unto me to mock me:
GENESIS 41:12 And there was there with us a young man, an Hebrew, servant to the captain of the guard; and we told him, and he interpreted to us our dreams; to each man according to his dream he did interpret.
EXODUS 1:15-16 And the king of Egypt spake to the Hebrew midwives, of which the name of the one was Shiphrah, and the name of the other Puah: And he said, When ye do the office of a midwife to the Hebrew women, and see them upon the stools; if it be a son, then ye shall kill him: but if it be a daughter, then she shall live.EXODUS 1:19
EXODUS 2:7,11 Then said his sister to Pharaoh’s daughter, Shall I go and call to thee a nurse of the Hebrew women, that she may nurse the child for thee? … And it came to pass in those days, when Moses was grown, that he went out unto his brethren, and looked on their burdens: and he spied an Egyptian smiting an Hebrew, one of his brethren.
EXODUS 21:2 If thou buy an Hebrew servant, six years he shall serve: and in the seventh he shall go out free for nothing.
DEUTERONOMY 15:12 And if thy brother, an Hebrew man, or an Hebrew woman, be sold unto thee, and serve thee six years; then in the seventh year thou shalt let him go free from thee.
JEREMIAH 34:9 That every man should let his manservant, and every man his maidservant, being an Hebrew or an Hebrewess, go free; that none should serve himself of them, to wit, of a Jew his brother.
JEREMIAH 34:14 At the end of seven years let ye go every man his brother an Hebrew, which hath been sold unto thee; and when he hath served thee six years, thou shalt let him go free from thee: but your fathers hearkened not unto me, neither inclined their ear.
JONAH 1:9 And he said unto them, I am an Hebrew; and I fear the Lord, the God of heaven, which hath made the sea and the dry land.

And in the New Testament, Hebrew refers to the language spoken or written:

LUKE 23:38 And a superscription also was written over him in letters of Greek, and Latin, and HebrewThis Is The King Of The Jews

Hebrew tongue, saying,
ACTS 22:2(And when they heard that he spake in the Hebrew tongue to them, they kept the more silence: and he saith,) ,

Only when Paul is testifying about his heritage is Hebrew referred to a people:

TO CONCLUDE, Abram was from a tribe know as Hebrews. Abram became Abraham, the father of Isaac, the father of Jacob who became Israel.
