Paul (Saul) was a Jew who was well on his way up in Judaism (Acts 9:1-2, 26:4-5, 10-11 Gal 1:13-14, Phil 3:4-6).  So he knew his scripture (O.T.) and as he writes his epistles, the Holy Spirit brings these things to mind and reveals the hidden truths for the believers in Christ. Sometimes he quotes directly and other times allude to the ideas. 

1:9  But we had the sentence of death in ourselves, that we should not trust in ourselves, but in God which raiseth the dead:   Jeremiah 17:5-7 Thus saith the Lord; Cursed be the man that trusteth in man, and maketh flesh his arm, and whose heart departeth from the Lord For he shall be like the heath in the desert, and shall not see when good cometh; but shall inhabit the parched places in the wilderness, in a salt land and not inhabited. Blessed is the man that trusteth in the Lord, and whose hope the Lord is.

1:10 Who delivered us from so great a death, and doth deliver: in whom we trust that he will yet deliver us; Psalm 34:19-22 Many are the afflictions of the righteous: but the Lord delivereth him out of them all. He keepeth all his bones: not one of them is broken.  Evil shall slay the wicked: and they that hate the righteous shall be desolate. The Lord redeemeth the soul of his servants: and none of them that trust in him shall be desolate.  Isaiah 32:17 And the work of righteousness shall be peace; and the effect of righteousness quietness and assurance for ever.

2:10 To whom ye forgive any thing, I forgive also: for if I forgave any thing, to whom I forgave it, for your sakes forgave I it in the person of Christ;   Leviticus 4:20 And he shall do with the bullock as he did with the bullock for a sin offering, so shall he do with this: and the priest shall make an atonement for them, and it shall be forgiven them.

3:3 Forasmuch as ye are manifestly declared to be the epistle of Christ ministered by us, written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart.      Exodus 24:12 And the Lord said unto Moses, Come up to me into the mount, and be there: and I will give thee tables of stone, and a law, and commandments which I have written; that thou mayest teach them.,           Ezekiel 11:19 And I will give them one heart, and I will put a new spirit within you; and I will take the stony heart out of their flesh, and will give them an heart of flesh:

3:7  But if the ministration of death, written and engraven in stones, was glorious, so that the children of Israel could not stedfastly behold the face of Moses for the glory of his countenance; which glory was to be done away:  Exodus 24:12 And the Lord said unto Moses, Come up to me into the mount, and be there: and I will give thee tables of stone, and a law, and commandments which I have written; that thou mayest teach them., Exodus 31:18 And he gave unto Moses, when he had made an end of communing with him upon mount Sinai, two tables of testimony, tables of stone, written with the finger of God., Exodus 32:16 And the tables were the work of God, and the writing was the writing of God, graven upon the tables.

3:13 And not as Moses, which put a veil over his face, that the children of Israel could not stedfastly look to the end of that which is abolished: Exodus 34:33 And till Moses had done speaking with them, he put a vail on his face.

3:14 But their minds were blinded: for until this day remaineth the same vail untaken away in the reading of the old testament; which vail is done away in Christ.  Isaiah 29:10 For the Lord hath poured out upon you the spirit of deep sleep, and hath closed your eyes: the prophets and your rulers, the seers hath he covered.

3:16 Nevertheless when it shall turn to the Lord, the vail shall be taken away. Isaiah 25:7  And he will destroy in this mountain the face of the covering cast over all people, and the vail that is spread over all nations.

4:13 We having the same spirit of faith, according as it is written, I believed, and therefore have I spoken; we also believe, and therefore speak; Psalm 116:10  I believed, therefore have I spoken: I was greatly afflicted:

4:16 For which cause we faint not; but though our outward man perish, yet the inward man is renewed day by day. Psalm 84:7   They go from strength to strength, every one of them in Zion appeareth before God.

5:1   For we know that if our earthly house of this tabernacle were dissolved, we have a building of God, an house not made with hands, eternal in the heavens. Job 4:19   How much less in them that dwell in houses of clay, whose foundation is in the dust, which are crushed before the moth?

5:10 For we must all appear before the judgment seat of Christ; that every one may receive the things done in his body, according to that he hath done, whether it be good or bad.  Ecclesiastes 12:14   For God shall bring every work into judgment, with every secret thing, whether it be good, or whether it be evil.

5:19  To wit, that God was in Christ, reconciling the world unto himself, not imputing their trespasses unto them; and hath committed unto us the word of reconciliation.   Leviticus 25:50   And he shall reckon with him that bought him from the year that he was sold to him unto the year of jubile: and the price of his sale shall be according unto the number of years, according to the time of an hired servant shall it be with him.

5:21 For he hath made him to be sin for us, who knew no sin; that we might be made the righteousness of God in him Isaiah 53:6 All we like sheep have gone astray; we have turned every one to his own way; and the Lord hath laid on him the iniquity of us all. Isaiah 53:9 And he made his grave with the wicked, and with the rich in his death; because he had done no violence, neither was any deceit in his mouth.

6:2 (For he saith, I have heard thee in a time accepted, and in the day of salvation have I succoured thee: behold, now is the accepted time; behold, now is the day of salvation.) Isaiah 49:8   Thus saith the Lord, In an acceptable time have I heard thee, and in a day of salvation have I helped thee: and I will preserve thee, and give thee for a covenant of the people, to establish the earth, to cause to inherit the desolate heritages;

6:7-10  By the word of truth, by the power of God, by the armour of righteousness on the right hand and on the left By honour and dishonour, by evil report and good report: as deceivers, and yet true As unknown, and yet well known; as dying, and, behold, we live; as chastened, and not killed; As sorrowful, yet alway rejoicing; as poor, yet making many rich; as having nothing, and yet possessing all things.  Psalm 84:11

6:14  Be ye not unequally yoked together with unbelievers: for what fellowship hath righteousness with unrighteousness? and what communion hath light with darkness?   Amos 3:3  Can two walk together, except they be agreed?  Deut  7:2-3

7:5  For, when we were come into Macedonia, our flesh had no rest, but we were troubled on every side; without were fightings, within were fears.   Deuteronomy  32:25  The sword without, and terror within, shall destroy both the young man and the virgin, the suckling also with the man of gray hairs.

7:10 For godly sorrow worketh repentance to salvation not to be repented of: but the sorrow of the world worketh death.    Psalm 32:10   Many sorrows shall be to the wicked: but he that trusteth in the Lord, mercy shall compass him about.

8:2 How that in a great trial of affliction the abundance of their joy and their deep poverty abounded unto the riches of their liberality.     Proverbs 28:27    He that giveth unto the poor shall not lack: but he that hideth his eyes shall have many a curse.

8:7-8   Therefore, as ye abound in every thing, in faith, and utterance, and knowledge, and in all diligence, and in your love to us, see that ye abound in this grace also. I speak not by commandment, but by occasion of the forwardness of others, and to prove the sincerity of your love.     Nehemiah 8:10-11  Then he said unto them, Go your way, eat the fat, and drink the sweet, and send portions unto them for whom nothing is prepared: for this day is holy unto our Lord: neither be ye sorry; for the joy of the Lord is your strength. So the Levites stilled all the people, saying, Hold your peace, for the day is holy; neither be ye grieved.

8:15  As it is written, He that had gathered much had nothing over; and he that had gathered little had no lack. Exodus 16:18   And when they did mete it with an omer, he that gathered much had nothing over, and he that gathered little had no lack; they gathered every man according to his eating.

9:9  (As it is written, He hath dispersed abroad; he hath given to the poor: his righteousness remaineth for ever. Psalm 112:9    He hath dispersed, he hath given to the poor; his righteousness endureth for ever; his horn shall be exalted with honour.   Isaiah 53:10  Proverbs 17:11-30

10:17  But he that glorieth, let him glory in the Lord.  Jeremiah 9:24 But let him that glorieth glory in this, that he understandeth and knoweth me, that I am the Lord which exercise loving kindness, judgment, and righteousness, in the earth: for in these things I delight, saith the Lord.   Isaiah 65:16 That he who blesseth himself in the earth shall bless himself in the God of truth; and he that sweareth in the earth shall swear by the God of truth; because the former troubles are forgotten, and because they are hid from mine eyes. 

12:9    And he said unto me, My grace is sufficient for thee: for my strength is made perfect in weakness. Most gladly therefore will I rather glory in my infirmities, that the power of Christ may rest upon me.    Psalm 118:14    The Lord is my strength and song, and is become my salvation.

13:1 This is the third time I am coming to you. In the mouth of two or three witnesses shall every word be established.  Deuteronomy 17:6 At the mouth of two witnesses, or three witnesses, shall he that is worthy of death be put to death; but at the mouth of one witness he shall not be put to death.

13:7-8    Now I pray to God that ye do no evil; not that we should appear approved, but that ye should do that which is honest, though we be as reprobates. For we can do nothing against the truth, but for the truth.     Proverbs 21:30   There is no wisdom nor understanding nor counsel against the Lord
