Paul (Saul) was a Jew who was well on his way up in Judaism (Acts 9:1-2, 26:4-5, 10-11 Gal 1:13-14, Phil 3:4-6).  So he knew his scripture (O.T.) and as he writes his epistles, the Holy Spirit brings these things to mind and reveals the hidden truths for the believers in Christ. Sometimes he quotes directly and other times allude to the ideas. 

1:9  God is faithful, by whom ye were called unto the fellowship of his Son Jesus Christ our Lord.  Isaiah 49:7   the Lord that is faithful, and the Holy One of Israel, and he shall choose thee.

1:19  For it is written, I will destroy the wisdom of the wise, and will bring to nothing the understanding of the prudent.  Isaiah 29:14    Therefore, behold, I will proceed to do a marvellous work among this people, even a marvellous work and a wonder: for the wisdom of their wise men shall perish, and the understanding of their prudent men shall be hid.

1:23    But we preach Christ crucified, unto the Jews a stumbling block, and unto the Greeks foolishness;  Ezekiel 3:20    Again, When a righteous man doth turn from his righteousness, and commit iniquity, and I lay a stumbling-block before him, he shall die: because thou hast not given him warning,
