The Epistle to the Hebrews was written by Paul (see 10:34, 13:19,23, 2 Pet 3:15, Rom 1:16 ) around 54 AD (one of Pauls earliest epistles) to Jewish Believers. Paul knew he could draw upon the scriptures (our Old Testament) because they (Jews) would know the scriptures. Paul sets out to explain who Jesus is, (that he is God) and that Jesus is better the Judaism. Faith plus nothing (Eph 2:8-9), NOT following the Law. So listed below, are the Scripture verses Paul Quotes.      King James Version (KJV)
